I think the theory for Steve being an Incursion event for 828 is when Steve went back in time for Peggy, that created another universe separate from the 616 (828) in which they went through the peaceful 60's, creating the Fantastic Four, but since 616 Steve is separate from the new universe created…

I think the issue with Steve is much larger than him and his secret family.

So the X-Men will die in their own Earth right? They don't seem to be teaming up with the main teams. The destruction of their earth feels like the inciting incident for the film, thus, the team meeting between Thor, Avengers and FF4.
