I donāt thing those are mechanical web shooters on his arm per se. They look like they force his organic webs out, maybe trying to control how they work. Like training wheels until he understands them more.

Spicy theory, but itās not a big bad itās just one mid level villain in the background like tombstone or to go with the hot take Jean.
The theory itās actually Peter battling his self identity and how much he actually wants to be Spider-Man.
The villains are just cameos other than a couple that wilā¦
